Ilya Ponomarev

Ilya Ponomarev is a deputy (i.e., member) of the State Duma, the lower chamber of Russia's parliament, where he represents Novosibirsk and is a member of the social democratic Fair Russia Party. In the Duma, he is Chairman of the Subcommittee on High-Technology Development of the Committee on Information Technology and Communication.

Ilya has introduced much legislation to support Russia's innovation economy, including the Net Businesses Act and an amendment to the Civil Code legalizing limited liability partnerships in the country. He also supervises international business development, commercialization, and technology transfer activities of the Skolkovo Foundation, which is to become the core of the Russian innovation ecosystem.

Before being elected, Ilya was on the staff of the Minister of Information Technologies and Telecommunications, where he oversaw a $6 billion public-private task force assembled by the federal government to develop a network of high-tech parks across Russia.

Ilya holds a BSc in physics from Moscow State University.
